Currently, NJ Transporters is in the “On Hold” phase of the New Jersey Department of Environmental Protection (NJDEP) A-901 licensing process. An A-901 background investigation by the Attorney General’s office typically spans 12–18 months, which as a result causes an immediate operational gap.
To maintain business continuity and revenue flow without violating NJDEP regulations, we propose a Leaseback Operating Model. This allows your company to utilize its fleet under the authority of an already licensed entity until your independent A-901 approval is finalized.

The Threshold Test: Out of State Soil/Dirt haulers working in New Jersey
Before moving a single yard of material, determine if the law applies to your specific operation:
◻ Vehicle Capacity: Are you using vehicles with a capacity of greater than or equal to 15 cubic yards?
◻ Material Type: Does the load consist of soil, fill, stone, gravel, brick, block, or concrete?
◻ NJ Point of Entry: Is the material being picked up, dropped off, or processed within New Jersey borders?
